The Executive Direction will lead and implement SUMMA’s strategic plan. It proposes and supports strategies and work plans that allow the accomplishment of the institutional mission, in accordance with the guidelines set by the Board of Directors.
Director of SUMMA
Javier González is an economist specializing in education, inequality, social mobility, innovation and social development. He is Director of SUMMA and Affiliate Professor at the Centre of Development Studies, University of Cambridge, where he teaches Institutional Economics and Political Economy of Development. He is also a researcher at the Millennium Science Initiative in Social Sciences “Higher Education in Chile”, housed at the Pontificia Universidad Católica de Chile and financed by the Ministry of Economy of Chile. He is also a member of the Think 20 research groups associated with the G20, a member of UNESCO’s Advisory Board for the Global Education Monitoring Report and co-editor of the Monitoring Report for UNESCO’s Educación en el Mundo (Education in the World) (2020) for Latin America with a focus on Inclusion.
He has been a consultant for UNESCO, the World Bank and the IDB, Advisor on Education and Innovation Policies of the Ministry of Finance of Chile, Executive Secretary of the Council of Ministers for the Formation of Advanced Human Capital, Director of Studies of the National Commission for Scientific and Technological Research of Chile, and researcher of the Ministry of Education of Chile, where he served in various positions of design and implementation of education policies. In his different functions, he contributed, among others, to the design of the Preferential School Subsidy Law, to the development of the Chile Scholarship Program, to the promotion of educational research centers (CEPPE and CIAE) and to the design of the Law of Tax Incentives for Private Investment in R+D.
He was also a member of the Board of Directors of Fundación Chile, President of the Cambridge Society for Social and Economic Development, delegate of the Working Group on Innovation Policy of the OECD, research associate at the Universidad Autónoma de Barcelona and academic at the Institute of Economics, at the Universidad Católica de Chile.

Deputy Director of SUMMA
Rafael Carrasco is vice director of SUMMA. He is currently also a member of the Board of Directors of the National Agency for the Quality of Education of the Government of Chile. He worked for eight years in the Ministry of Education in various positions, such as Head of Development of the National System for Measuring the Quality of Education and then as Head of the Technical Team of the Minister and Deputy Minister in charge of the design and development of various educational policies, most prominently the law on additional financing for the most vulnerable students in the country. He has been a lecturer at Stanford University and Alberto Hurtado University. He was part of the National Commission 2014 for the reform of the National Accountability System. He was also a co-founder of the NGO São Paulo, which provides free preschool education to low-income children.

Director of Strategic Development and Network Management
Director of Strategic Development and Network Management of SUMMA. Much of his professional career was carried out in the NGO TECHO, where he worked in various positions mainly related to the business management and management of community projects, strategic institutional development and fundraising. Highlights his experience as CEO and implementer of TECHO-Guatemala, as well as his last years in the institution, in which he was in charge of the Social Management for Latin America and the Caribbean. He was a volunteer professor at INFOCAP in a training course for women entrepreneurs, as part of the entrepreneurship program.
He is business administrator with a degree in Economics from Universidad de Chile and a master in Social Policy and Development from the London School of Economics and Political Science (LSE).

Director of Innovative Policies and Practices
Dante Castillo is director of Innovative Education Policies and Practices. He has worked in social research both in the public and private sectors. This has been made for the University of Chile on matters of education, labor markets and citizenship. He has also been a researcher on higher education policies at the University of Cambridge. He has conducted market research and also investigation on matters related to information and communication technologies and innovation processes.
He is a sociologist from the University of Chile, holds a master’s degree in Culture and Society from the London School of Economics and Political Science (LSE) and a diploma in Marketing from the University Adolfo Ibáñez.

Director of the Knowledge and Innovation Exchange (KIX) regional hub for Latin America and the Caribbean
Raúl Chacón-Zuloaga is the Director of the Knowledge and Innovation Exchange (KIX) Regional Hub, initiative developed by the Global Partnership for Education (GPE) and the International Development Research Centre (IDRC). With 20 years of experience in the educational field, he focuses his work on the development and improvement of the Chilean system, through research and evaluations of different policies and initiatives. He has been leading and collaborating with the in the processes of design, implementation, monitoring and evaluation of educational policies in Chile, especially in the installation of the National Education Quality Assurance System during the last years.
He has also participated in relevant regional and international initiatives, such as the Regional Comparative and Explanatory Study of the Latin American Laboratory for Assessment the Quality of Education (LLECE – UNESCO) and the School Resources Review (OECD), as part of the Group of National Experts. From 2015 to 2018, he is been lecturer at the Master of Educational Policies, at the Universidad Alberto Hurtado de Chile. Sociologist from the P. Universidad Católica de Chile, he holds a Master of Arts in Educational Studies from Concordia University, Montreal, Canada.

Educational Policy Researcher
Canela Bodenhofer is a researcher in Educational Policy at SUMMA. She has researched the experiences of actors in educational communities in the face of the visibilization of transgender students. She has also collaborated with the National Institute of Human Rights (INDH) in studies on prison conditions in Chile. Ms. Bodenhofer is a sociologist from the University of Chile and is part of the Núcleo Sentipensante de Metodologías Participativas of the same university.

Daniela Alvarado Herrera is the SUMMA Evaluation Coordinator.
Prior to joining SUMMA, she was a Research Manager at J-PAL LAC, where she developed her skills as a specialist in management, design and implementation of impact and process evaluations of social programs. In this position, she worked with educational teams from multiple countries in the region (Chile, Mexico, Peru and Brazil). Her interest lies in the institutionalization of monitoring, evaluation and learning systems and the interdisciplinary and systematic use of evidence in the decision-making of educational policies. This as a development strategy to generate more effective and innovative solutions to face the challenges of the 21st century.
Currently, she participates in the design of the monitoring and evaluation plan for the CHAKA program, coordinates the impact and process evaluation of an external program which aims a pedagogical transformation for vocational high schools and coordinates the execution of the Impacto EDU-LAC Fund.
She holds a bachelor’s degree in Economics and one in Humanities and Social Sciences from the Universidad de Chile.

Daniela Zenteno is the Pedagogical Coordinator of SUMMA. She has extensive experience in the planning and implementation of educational improvement programs in schools and high schools that carry out their work in highly complex conditions. Working with the Ministry of Education, she participated in the design and implementation of the programs Liceo Para Todos and Liceos Prioritarios, advising management teams and teachers in the formulation and implementation of institutional educational projects, improvement plans and pedagogical innovations, coordinating actors and programs at the community and regional levels, and as a technical counterpart in the work with universities. She led the technical coordination of the Mejor Liceo Técnico program of Fundación Chile’s Center for Innovation in Education.
Ms. Zenteno is a French teacher and holds a degree in Education from the Pontificia Universidad Católica de Chile, with a Master’s degree in Educational Policy.
